Planning approval granted for Fitzroy Gasworks

Planning approval has been awarded for two land parcels (Parcel B and Parcel C) on the Fitzroy Gasworks site.  

Approval was announced by Victoria’s Minister for Housing, Development and Precincts, the Honourable Harriet Shing MP, in January 2026, enabling the construction of over 1,000 new homes.

“Projects like Fitzroy Gasworks are giving more Victorians a place to call home and better access within walking distance to transport, jobs, education, healthcare, services, and green open spaces,” says Shing.

Woods Bagot is designing two residential buildings within Parcel C, developed by Milieu. The completed parcel will comprise 539 build-to-sell homes on Parcel C, which includes 10 affordable homes, 43 ‘at cost’ home delivered in partnership with Nightingale, and 7 SDA homes.

The Woods Bagot-designed buildings will deliver a total of 146 dwellings: 75 efficient, well-planned homes drawing on the rhythm and geometry of Fitzroy’s traditional terrace housing, and a further 71 dwellings within a softer architectural expression featuring layered balconies, plantings and pocket gardens. A shared entry arcade connects the two buildings to enforce a sense of arrival and foster community connection. 

A design-led consortium of architecture practices, landscape architects, urban designers and consultants are contributing to the built expression across Parcel C. Woods Bagot’s buildings are designed in alignment with the broader masterplan vision, contributing to the public realm and supporting the long-term aspirations of the precinct.

Design Director Peter Miglis says the buildings will draw from Fitzroy’s architectural DNA of terrace houses, warehouses and greenspaces, demonstrating respect for local character.

“The architectural expression is uniquely contextual, responding with fine vertical grain and expressive masonry,” says Miglis. “Embracing a distinctive silhouette within the precinct, we’re creating a richer, more human-scaled streetscape.”

Senior Associate Robert Rosamilia adds the design response responds intimately to the immediate precinct and broader neighbourhood context.

“Our buildings have been carefully considered in their relationship to the broader masterplan and neighbourhood,” says Rosamilia. “As part of a multi-authored precinct, our buildings should read as distinct yet related, forming a unified whole while retaining the visual diversity and interest that is characteristic of Fitzroy.”

Featuring a layered sequence of public and private spaces, the Fitzroy Gasworks site benefits from public transport connections, and proximity to local schools. Working closely with Development Victoria, the new Fitzroy Gasworks neighbourhood will provide a thriving precinct, offering a range of affordable and sustainable homes, with amenity including sports and education facilities.

This future development is being delivered by a consortium – including Milieu, Hickory and Assemble, in partnership with Nightingale Housing and in consultation with community housing and specialist disability accommodation providers. The consortium was awarded the project by Development Victoria in October 2024, following a competitive tender process.
