Rachel Loeb

Non-Executive Director

Rachel Loeb is the Founder and Managing Partner of Muse Partners, a real estate development and advisory firm founded in 2026 specializing in public-private partnerships. She also serves as Non-Executive Director and Chair of the Audit and Risk Committee of 7C, a holding company of architecture and design brands operating from 18 global cities. Previously, she was the Chief Investment Officer of Benenson Capital Partners where she led the company’s development, investment, and asset management strategies across its 110 properties.

Before joining Benenson, Rachel led the NYC Economic Development Corporation as President and CEO. With a staff of over 550 public servants and annual revenues of $250MM, she ran a diverse 60MM+ square foot portfolio and managed a $10B+ capital budget on behalf of the city. Of note, she launched the city’s post-pandemic economic recovery plan, renegotiated the lease with the NYNJ Port Authority to facilitate the redevelopment of JFK airport, and created the city’s business development unit which negotiated the retention of the JetBlue headquarters.

Previously, she was a real estate developer and created or acquired more than $1.5B of mixed-use assets and over 3,000 units of mixed-income housing across the northeast and worked for privately held companies as well as at AvalonBay, a public REIT. Her career began in Vietnam working on the country’s first master-planned community.

Rachel received Crain’s New York Business 40 Under 40 honor and the Spirit of the City Award from the Cathedral of St. John the Divine. She is an active member of WX, ULI, serves on the Board of New York City Outward Bound Schools where she leads the Building and Infrastructure Committee, and is a Trustee of the Citizen Budget Commission.

A native of Kansas City and resident of Brooklyn, she graduated from Northwestern University with a BA in History and has a Master’s in City Planning from MIT.
